STATE OF MICHIGAN DEPARTMENT OF MANAGEMENT AND BUDGET NOTICE TO CONTRACT No. 071B0200075
This Document is an approval of $1,900,000,000.00 (that’s $1.9 billion) for a contract to Blue Cross & Blue Shield to provide administrative fees for the health care of retired Public School Employees.
“State employees are continuously asked to pay more on their health care while $3.3 billion in administration fees are paid to BCBS for only performing the paperwork. The State could save billions of dollars if state employees performed this work themselves. If the state is self-insured, then why not self-administer? There is no reason to ask state employees to pay more for health care when the cost should be decreasing. Let’s take the profit out of state government and get back to basics. Let state employees perform state services at-cost.” --Dan Matthies, MSEA CS138 Task Force
“Paying $1.9 billion for the Michigan Public School Retiree System and almost $1.4 billion for the administration of BCBS healthcare is a 2010-2012 taxpayer’s subsidy to a not-for-profit company trying to monopolize public health care. Also, the State has written the contract so BCBS is the only company qualified to bid per the bid specs. Who’s getting a job with BCBS when the State goes bankrupt?” --Rod Snyder, MSEA CS138 Task Force
